About Registration


What is Registration?

In accordance with Article 1 of Royal Decree No NS/RKT/0200/039:
“All physicians, who practice medical profession in Cambodia, shall register in the Medical Council of Cambodia’s List.”

Registration with the Medical Council of Cambodia is mandatory for all medical doctors and medical assistants (both foreign and Khmer) who practice medicine in Cambodia. The requirement for registration applies to medical doctors and assistants working in both the private and public sectors, including those who are employed in public health and administration.  Registration is required by all of these doctors, regardless of the length of his/her intended stay or practice in the country.   

What are the benefits of my registration?

In short, MCC’s mission is to protect patients and support doctors. Once you register at MCC you get the right to practice medicine according to your type of registration. You will also be protected from abuse. All complaints against registered doctors will be thoroughly investigated. In case it turns out that the doctor in question was performing in accordance with the medical technical and ethical standards of Cambodia, MCC has the obligation to clarify the reality of the problem that happened. However, those who are not practicing their profession according to codes of medical ethics will be disciplined according to the nature of the misconduct.

What happens if I do not register?

Unregistered doctors do not have the right to practice medicine in Cambodia, meaning their medical profession will be considered illegal. This illegal practice will lead you to a consequence.

How do I register with MCC?

If you are a Khmer citizen, in order to register with the Medical Council of Cambodia you must submit a completed application form (for Khmer citizens), the appropriate supporting documents and the correct registration fee to the Provincial Medical Council (PMC) Office in the province where you practice medicine.

If you are a non-Khmer citizen, in order to register with the Medical Council of Cambodia, you must submit a completed application form (for non-Khmer citizens), the appropriate supporting documents and the correct registration fee to the National Medical Council Office located in the Ministry of Health, No 151-153 Kampuchea Krom Blvd Phnom Penh, Cambodia.

If I am working in public health and I do not see patients, do I need to register?
Yes, as long as you are still using the medical qualification to exercise your profession, you are mandated to register.

If I work for the government in a ministry other than MOH, do I have to register?
All doctors working in public health and those consulting patients need to register.

If I work for the military do I have to register?
All doctors working for the military or police either consulting patients or involved in administrative work or public health, must register.

If I am working in a public hospital but do not have a private practice, do I have to register?
Yes. All doctors who see patients must register.

If I work for an NGO or International organization for 2 weeks do I have to register?
All doctors who want to work in Cambodia must register even if they only work for a week.

If I work in a private practice, but I am not the one who holds the license for the practice do I have to register?
Yes. Registration is required for all doctors who use their medical qualification to practice medicine.

If I am working in a PHD or OD and do not see patients, do I have to register?
Yes. All doctors working in public health must register, regardless of whether or not they see patients.  Khmer nationals working in PHDs and OD who do not see patients and do not have any plans to start seeing patients must register as Type E. If, however, you intend to begin seeing patients after a 3 year break as a clinician, you must register as Type A. Those Khmer nationals, who work in the PHD and OD and also see patients in a private practice, must register as Type B.

If I am not practicing medicine or public health anymore, do I still need to register?
No, if you are practicing a completely different profession from medicine or public health you are no longer required to register.  However, if you want to start working again as a doctor or in health, you must re-register.  There may be restrictions on your registration if you have not consulted patients for a period of time.

I paid my registration fee but I did not complete my registration form, am I considered “registered”?
No. In order to be considered “registered”, you must possess a Certificate of Registration issued by the National Medical Council of Cambodia.  Please visit the \"Registration Process\" webpage for more information about this.

Are there any requirements to re-register?
Yes. In order to re-register, every doctor must fulfill the appropriate continuing medical education (CME) requirements based on their registration type. Doctors will be required to obtain a minimum number of CME credits each year. This credit is required for re-registration. Activities which gain credit include participation in clinical meetings and seminars at hospitals, accredited training or conferences (may be half day or longer training), publications (research, guidelines), lecturing, etc. Click here for detailed information about CME requirements, activities and credits.
